First of all, the tributary system are the
taxes stablished by the government with the main objective of having money for
the public waste, this means that the money that enters is to cover all the
necessary things for the society. The
tributary system have to follow these values.
Equity: this means that all have to contribute
to the government depending on the capacity to pay.
Efficiency: the taxes are efficient when they
can collect large amount of resources.
Progressivity: Every class pay a different
amount of tax, a rich person will pay more taxes than a poor person.
This system has changed during the 1900´s. In
1918 the government stablished “El tributo de la renta” to implement this they
had “La reforma tributaria en Colombia”. After this the mayority of the reforms
were trying to have more resources, one reform (Jose Manuel Marroquin) wanted to
increase the price of tobacco, phosphor and cigarettes. In 1974 they had a reform
that was the most recognize on. This reform brought substantial changes in the
taxes of the rent, stablished the devolution system and they put a tax of IVA
in the services of communication. Then in
1986, the government of Virgilio Barco Vargas was also qualified like an
integral reform because it made the system of taxes simpler and effective. In 1990 they created the “Amnistía Tributaria”
it was the third and last integral reform. It increment the IVA, reduce the tariff
and create the Dian.
We had seen a lot of problems with the
tributary system in Colombia, for example, many rich people don’t pay taxes, and
many times middle class pay more taxes. Also, we all know that the tributary
system collect money for the benefit of the society but many times rich people
steal this money making that the taxes paid by other people end up in the hands
of a rich person. This is why many people don’t agree with this system so it is
a big problem that can be fixed if we controlled with very details the
management of the taxes. We also think that if the government shows all the
money that was collected they can realize that the money is for the benefit of
all the society, like doing a work in time and without problem.

Siento que hace falta mas información, esta muy general, pudieron haber hecho mas énfasis con ayuda de mas información e imágenes que representen su información, por ejemplo ya que hablaron de que los ricos no pagan impuestos y se llevan al dinero de este, pudieron haber añadido información sobre la corrupción en Colombia porque este vendría asociado con lo que esta diciendo, pero en fin buen trabajo

Me parece valida su opinion, pero es que la idea no era desviarse del tema. El articulo se trata sobre el Sistema Tributario y no sobre la corrupcion en Colombia, la corrupcion si afecta el sistema tributario, en el articulo esta, no lo profundizamos mas ya que sentiamos que no era necesario para no desviarse del tema. De igual manera gracias por opinar.

DeleteLa información en general es buena, pero pobre, me parece que pudieron haber ampliado mas la información, eran 3 preguntas, parece que solo hubieran respondido una, hizo mucha falta indagar en el significado del sistema feudal y argumentar mejor cuales fueron los cambios.
ReplyDeleteme parece que el articulo esta bien elaborado pero creo que les falto apoyarse de un poco mas de información para un mejor entendimiento pero de resto me parece que explican bien los temas de acuerdo a las fechas y sucesos que pasaron
